The Kingdom of Herdek is made up of various divisions: Regions, Districts, Sub-districts or Municipal Districts and Municipalities of first, second and third order. The latter includes cities, towns, villages and boroughs. Boroughs are not stand-alone divisions, but they are part of a sub-district or a municipal district, divisions that roughly have the same administrative powers municipalities have, but allow the boroughs to keep some parts of their administrative, executive and legislative power.

Regions

Regions are the first level of administrative division. Herdek has 13 regions, and each of them is divided in districts. Every region has its own charter and a variable level of administrative and legislative autonomy. Every region has its own official flag, a president, a regional council and a regional junta. Regional council has legislative power, while regional junta has executive and administrative powers.
Regions are represented by the president of the regional junta (also called just president of the region), that is chosen among the members of the junta itself by the population. In case of absence of the president, because of resignation as president or as junta member, distrust, permanent loss of the requisites or death, the powers of the junta and the council are suspended and a new president has to be voted as soon as possible. During the period of lack of council and junta powers, the region uses the charter preceding the lack of president.

Districts

Districts are the second level of administrative division. Districts are divided into Municipalities of First Order, Sub-districts and Municipal Districts. Every district has its own flag, a president, a district council and a district junta, that roughly have the same powers the regional council and the regional junta have, but on a restricted scale. In Herdek, there are 79 districts.

Sub-Districts and Municipal Districts

Districts are the eventual third level of administrative division. Sub-Districts are divided into Municipalities of second and third order, while Municipal Districts are divided only into Municipalities of third order. Sub-Districts and Municipal Districts do not usually have a flag, but use the same as the capital municipality.
Sub-Districts are different from Municipal Districts for many aspects. Sub-Districts may include a central city with its boroughs and some towns, while a Municipal Districts only include the boroughs of the same city. The administration of the power is also different: in sub-districts, municipalities of second order keep almost totally their powers just as if they were directly under a major district; on the other hand, Municipal Districts act just like a big municipality, but allowing its municipalities of third level (boroughs) to partially keep their administrative powers. As for the administration, sub-districts have a Municipal Council, a Municipal Junta and a Mayor, while Municipal Districts have a Municipal Assembly, a Municipal Junta and a Mayor.
The most noteworthy Sub-Districts are Zefida, Samêda, Hazifek and Lughifa.
The most noteworthy Municipal Districts are Tavedek, Muthighek and Yavidek.

Municipalities

There are three different orders of municipalities: Municipalities of first, second and third order.
Municipalities of first order are the third level of administrative division, right after districts. Municipalities include a city, town or village and its surroundings. Every municipality has its own flag, a municipal assembly, a municipal junta and a mayor.
Municipalities of second and third order are the third level of administrative division. They only occur when a municipality is part of a sub-district or a municipal district. Municipalities of second order include a town or village and its surroundings, while municipalities of third order only include the boroughs of a bigger city. Every municipality of this kind keep partially their administrative powers, with more or less autonomy. However, municipalities of second order have more powers than a municipality of third order. Municipalities of second order have a local assembly, a local junta and a mayor, while municipalities of third order have a local assembly, a local committee and a mayor.
