The congress was created in 1962 in a joint declaration by the Helsonian Union and Farmosh to bring together Balkist and Kúúlist movements across Sahar. In 2007 the Congress' official name was changed to the International Congress of Balkists, Kúúlists, Anti-Imperialists and Social Democrats following the fall of the USHR.
