The power of choosing a judge shifts between members of the RC. For example, if the Evanese member of the RC chose the last judge, the Cobenan member chooses next. This goes in the opposite order of the Busan pattern.

The departmental branch is temporarily headquartered in Cobena City, the capital of Cobena. This branch deals with governmental services such as healthcare, banks, and transportation.
