The Eastern Vaniuan Association (abbreviated EVA) is a regional economic union of 9 member states that are located in eastern Vaniua. EVA policies aim to maintain free trade and peace between the member states, to foster regional development, and to promote and preserve regional culture. It was established in 2005 by Amaia, Balakia, and the Central Federation (comprising Araman, Komania, and Torosha) in the wake of the collapse of the Union of Shomosvan. Since its founding, four more states have been granted member status: Vogia and Zvarnoya in 2010, Baghazan in 2013, and Gushlia in 2020.

The administrative centre of the EVA is Shozasan, Balakia. The primary working language in official international and diplomatic business within the EVA is Balak, with a mildly pidginised form known as Diplomatic Balak (or Diplo-Balak) used in spoken correspondence and official meetings. History

Early proposals

Proposals for the creation of an economic bloc in eastern Vaniua came in [year, late 1990s?], following a series of discussions on what the regional order in a post-Kuulist eastern Vaniua would look like as the Union of Shomosvan began to show signs of collapse. The initial proposal, drafted between Koman Emperor Mishanli Oshar on behalf of the Central Federation, Gushli king-in-exile Sagam II, and representatives of prominent Balak anti-Kuulist movements, concerned the creation of an economic and political union between Balakia, Gushlia, and the Central Federation, with the aim of avoiding a resurgence of regional instability and conflict stemming from Balak-Koman tension - a major contributing factor to the outbreak of the White War and border conflicts between Komania and Shomosvan - through economic interdependence and free trade. While all three delegations were initially receptive to the concept, the Gushli delegation became more arbitrary and erratic with regards to its demands and support for the project as a whole towards the turn of the 21st Century.

Establishment

Although the emergent Balak government following the collapse of Shomosvan expressed support for an economic union with the Central Federation, the outbreak of the Balak-Gushli conflict in 2002 created complications for the process of establishing one. Despite initial Gushli success in the conflict, Balak forces had regrouped and regained much of the occupied territory by 2004, with the Balak economy stabilising for the most part from the initial shock by this time. With this improved economic stability, the Balak government under Chinden Kadanashim petitioned for the revival of the concept of an eastern economic union. Kadanashim's proposal was distinct from earlier attempts, in that Amaia was to be invited in Gushlia's place. Kadanashim hoped that existing economic arrangements with Amaia could be folded into the larger eastern Vaniuan framework.

The Eastern Vaniuan Association was ultimately founded on [date] 2005 through the Treaty of Shozasan(?), with Amaia, Balakia, and the constituent countries of the Central Federation (Araman, Komania, and Torosha) as its founding states. Shozasan was selected for its historical and cultural significance in both the Koman and Balak cultural spheres, with the treaty being signed in the Asharid-era Asavan Citadel, which would be selected to host the organisation's headquarters.

House of Nations
The House of Nations is the highest legislative body in the EVA, composed of 10 elected representatives from each of the member states (with the exception of the Central Federation, which has 20 members divided between Komania (7), Araman (7), and Torosha (6)). Representatives are selected by their respective member state's domestic legislatures. There are a number of committees within the House of Nations, specialising in various fields (e.g. culture, justice, security, health, human rights).
House of Leaders
Composed of heads of state and heads of government of EVA states, the House of Leaders is the supreme governing body of the Eastern Vaniuan Association. The current chair of the EVA is [tbd].
Cultural Organisation (EVACO)
The EVA Cultural Organisation is an agency tasked with promoting eastern Vaniuan culture and safeguarding important historic and cultural sites. The organisation raises awareness of cultural activities across the region, and has established a number of EVACO-protected sites, with one particular focus being the safeguarding of the legacies of past empires as part of the region's shared cultural heritage.

Security Council (EVASC)
Although the EVA is not a defensive alliance, it encourages military and security co-operation through the Security Council, in order to avoid military conflict in the region. Joint exercises are encouraged, but not enforced, while subversive activities from one member state targeting another are discouraged. The Security Council also maintains a multinational registry of wanted persons to facilitate the apprehension of fugitives.

Freedom of movement within EVA territory is promoted by the organisation, with citizens of one member state being able to visit and migrate to other member states without a visa. Furthermore, any form of officially recognised national ID is permitted to be used in lieu of a passport. Border controls remain in full effect and enforced between member states, though these are reduced and easier to pass through for EVA citizens and goods.

The Eastern Vaniuan Association promotes economic co-operation and integration between its member states. To this end, member states of the EVA enjoy the removal of barriers to internal trade, such as tariffs. The EVA does not prevent member states from imposing their own restrictions on trade outside of the EVA.
