The basic pattern of local government in Balakia is generally uniform, though with differences between states concerning the powers of the counties, as well as interactions with the state and federal governments. X. Legislation regarding local government is enacted on the state level.

Structure

Counties

Most states in Balakia are subdivided into a number of counties, with exact numbers varying between states. Counties are the second level of territorial division in these states, each governed by a county council and headed by a Count, both of which are directly elected to serve fixed terms. All county council elections are synchronised with federal Common Council elections, whereas Count elections in some states break from this schedule. Counties do not exist as a subdivision in four states - Ayalshemir, Chindensven, Kojara, and Qersheven - where all responsibilities typically held by the county are instead held by the state government. In 7 of the 15 states, the positions of Count and Councillor of the Common Council are synonymous; a significant number of representatives in the Common Council are also the Counts of their respective counties, and hold tangible political power within them. Under Terminian federalism, this also means that these Counts are members of their state's legislatures. In the remaining states, the position of Count exists independently of the state and national legislatures, though is typically elected at the same time as Councillors.

Municipalities

Municipalities are the lowest level of territorial division in Balakia. Municipalities do not exist as a subdivision in Ayalshemir, Chindensven, Kojara, and Qersheven, where all responsibilities typically held by the municipality are instead held by either the state government or on the borough level. Municipalities are headed by a municipal council and a mayor, both of which are directly elected for fixed terms.

Boroughs

The city-states of Ayalshemir, Chindensven, Kojara, and Qersheven are subdivided into a multitude of boroughs, which are the second level of territorial division in these states. Boroughs are headed by a borough council, and may or may not be headed by a singular person depending on the state and borough.
