Mordar-Kovatia is split into three constituent countries - Tarvata, Kovatia and Mordar. Tarvata is further split up into 5 Provinces, Kovatia into 19 and Mordar into 8. The Autonomous Region of the Xaiva Islands located about 60 km off the coast technically does not belong to any of the constituent countries but is often included under Kovatia for simplicity's sake. The disputed region of Solama is de facto directly governed from Basseyau, although efforts to make it the 4th constituent country are constantly being made.
