This is largely part of a plan set out by Riyana in 2002, which aimed to have Riyana non-reliant upon fossil fuels for its electricity by 2016. So far, it has been very successful. The Riyan government is now also talking about shutting down nuclear power plants, which make up another 14% of electricity production, in favour of building more renewable energy sources.
