Səmba Səmbav Bikəve is a Vanoshan politician and former economic minister who has been serving as premier of Vanosha since 1998. He has also served 10 years conscription service within the Vanoshan Army, ending his service as a captain to pursue a career as a member of the National Agrarian Movement. Being assigned a position within the Commission for the Industrialization Plans of the Vanoshan Union, he participated in the industrialization of Vanosha during the era of economic prosperity. He was transferred in 1978 to work within the Supreme Council, where he became Vice Premier in 1988, and eventually became premier of Vanosha in 1998.

Səmba Bikəve is married to Dvarinoso Gvise in 1976, where together they had 8 sons and a single daughter. Bikəve is said to be a fan of the Lenezi music scene, and is said to reserve an hour each morning and each night to swimming and weight lifting. Bikəve is said to be able to speak the Balak language but he has only been recorded to have spoken in Vanoshan.
