Vinsaf Uram Utenid Listosordu (Born 9th October 1978) is a Norjihani politician currently serving as Prime Minister of the PPRN and leader of the Kuulist Front of Norjihan. Utenid was first elected as Member of Parliament for Listosord Northside in 2001, and held the role up until his exile following the 2018 Federal Elections. Ideologically, Utenid has described himself as a "Democratic Kuulist", and he has been credited with turning the KFN into a Democratic Kuulist Party.

Utenid grew up in Listosord, the capital of Norjihan. He is the son of Sin Utenid, one of the leaders of the Yellow Revolution of 1983. He attended Castle College at the University of Listosord. After graduating in 2001, he was elected as Member of Parliament to his father's former seat of Listosord Northside, a safe Kuulist seat. Utenid was elected leader of the KFN following the disastorous electoral result of the 2001 Election caused the previous leader, Sarns Lorten, to resign, and has continued to be the leader of the party since then, defeating a leadership challenge in 2006. He was official Leader of the Opposition from 2010 until 2017, when he became Prime Minister.

Following the 2017 Federal Election, Utenid became the first Kuulist Prime Minister in South Baredina following the agreement of a coalition with Voice of the South which later was to collapse, forcing him to lead a Minority Government. He was also both the youngest and most inexperienced Prime Minister; he is the only Prime Minister never to have been a Minister or even a Councillor before becoming Prime Minister. During his time as Prime Minister from 2017 to 2018, he was associated with increased centralisation, educational and justice reform, and the promotion of cooperatives, alongside continuing the EkuoPlan put forward by the previous Liberal government.

Following the 2018 Federal Elections, in which Utenid was elected as Member for Listosord Northside and the KFN were the largest party, he was forced into exile following Larsan Usevn's election to the role of Prime Minister by the Council of Norjihan. He fled at first to Syroanka, before spending time in numerous Kuulist countries in the region. As a result of the coup against Usevn's government led by the Norjihani Army and various Kuulist groups, Utenid returned to Norjihan and was declared Prime Minister of the People's Provisional Republic of Norjihan and will oversee the drafting of a new constitution.
