Yaxarhayut is divided into seven Duchies and a Special Administrative District.
Special Administrative Districts
Yaxarhayut currently has a single administrative district: the Special Administrative District of Valeneni, which comprises the City of Valeneni as well as its immediate suburbs and countryside. The Special Administrative District has its own seats in the Council of Delegates, which, being assigned proportionally by population, receives eighteen seats. Valeneni does not, however, hold any seats in the Chancel of Nobles, as it is not a duchy. It is considered to be represented, however, by the Duke of Yítsmä and his Assistant. Informally, the Assistant to the Duke of Yítsmä acts as the representative of Valeneni in the Chancel.
Historically, there have been several Special Administrative Districts, starting with the institution of Special Administrative Districts in the 1912 Reforms. The initial reforms established four Special Administrative Districts: Hakalon, Parhakalon, Hantruzen, and Siyem. The districts of Parhakalon and Hantruzen were merged in 1919, when unrest in Hantruzen resulted in an imposition of martial law and the burning of the central district of the City of Reneozen. The remaining districts, with the exception of Hakalon, were lost after the Heoroman Revolution in 1922. In 1936, popular support led to the splitting of the Duchy of Yítsmä into the modern Duchy of Yítsmä and Special Administrative District of Valeneni, and, in 1988, the population of Hakalon had grown large enough that the Chancel of Nobles voted to restore the old ducal family ösHäkälon to its seat on the Chancel, restoring the Duchy of Hakalon. In 1996, a motion was introduced in the Council of Delegates to devolve Sithen to a Special Administrative District, however the motion was struck down as being inadmissible to the Council due to it falling outside the Council's jurisdiction. The motion was reintroduced in 2003 in the Chancel of Nobles by the Assistant to the Duke of Sithen, then Lord Aizin ösSíþën, but failed by a vote of 13-1. There has been some support in recent years for the removal of Special Administrative District status from Valeneni and establishing it as a duchy in its own right, but this too has been rendered inadmissible by both Council and Chancel, under the grounds that there is "no ducal family to hold any position within such a duchy".

Duchy of the Northern Marches
The Northern Marches were established in 1685 as an independent duchy under the rule of the ösWÿnnoþväřg family. This duchy was formed out of the territories recovered from the northern tribes, but not historically part of the Duchy of Bwutanui or the Duchy of Elyinvurg. This duchy lasted until 1829, when wars and defections to the northern tribes reduced the duchy to a mere shadow of its former self, and the remaining territory was absorbed into the Duchy of Vicaonfigvurg.
