Well, it's easier to add pictures of famous people, especially if there's a Wikipedia page for them (since copyright and privacy is mostly a non-issue with Wikipedia's Commons system). I would say you can upload pictures of non-famous people too (ie. yourself, a friend, or just some really random picture you found on the internet), so long as you have the proper permission to do so (so either copyright permission and/or identity release permission) I'm no admin however, so I'd wait to hear definitively from them :p -- ManOfZeLego (talk) 14:35, 30 October 2015 (PDT)

This doesn't have anything to do with copyrights, or who you can add. The point is to add people who are known and can be easily found on the internet in order to prevent duplication. If a person doesn't really exist on the Internet (generally Wikipedia), then there's no point in adding them since it is unlikely that someone else would claim the same person. Anyone can be added to the list, but there's no point in adding unknown people since the chance of someone else claiming the same person is pretty much zero.
