The Karakat Coalition or Vulimind Karakat (Saavdis) or Bóloimniait Karakats (Karakat) is an autonomous intelligence and defence organization. Whenever it presents itself, it does so as a special security organ, and is presumed to be manned predominantly by citizens of the Fals Empire, while not being subject to the normal constraints of Imperial ethical protocols. The organization appears to prefer avoiding public exposure and deflects allegations of affiliation to the Empire by large. The KC exists wholly outside the influence of Imperial Intelligence, and appears not to fulfil the same role either, considering that the two organisations don't often seem to cross paths. Very little information is available about the activities of the KC, and due to Imperial Intelligence's ongoing investigation into its activities, no information about the agency whatsoever has been divulged. Said investigation has been ongoing since 1979 without much public disclosure. This raises the dilemma of whether Intelligence is actively cooperating with the KC, or that it is simply unable to properly confront it. Both possibilities raise ominous implications and speculation. If the two are associated, it brings in question Intelligence's moral trustworthiness, and consequently, the Empire's. However gruesome in nature, the second possibility could be considered far grimmer. If the KC cannot be properly confronted, it would mean that it is in the possession of either superbly advanced technology to hide itself and shroud its activities, or it has operatives and allies in the Imperial government that consciously use their power to divert attention and condone, subsidise, and support the KC's intentions, making the government its potential puppet. Many foreign sources, however, claim that it is an organization dedicated merely to its internal interests, regardless of whether or not said interests coincide with the interest of the Fals, or the Fals Empire, while yet others consider it the Fals Empire's black ops division; but these assertions are, despite the controversy of the agency's very implications, subject to bias and impossible to ascertain.
From observations throughout history, its reputation builds up as one of an organization's that first dealt with threats to the Ikolinian Kingdom, and later, the Fals Empire. Contemporarily, it appears to have either withdrawn itself or hidden itself more effectively. Its operating authority is disputed and often thought invalid, namely in that is was authorized by the Ikolinian King Emiamm during its quest for dominance over the surrounding states. The Ikolinian Kingdom dissolved when the Empire was formed in 1851, which invalidated its existence. Whenever it makes an appearance, it claims to operate in the name of the Fals as a species. Unlike other intelligence organizations, such as the KCU, Imperial Intelligence, and KF2, the KC is not an actual branch of government, and not officially accountable to anyone. KC appears to focus mostly on external threats, and allegedly pursues those it identifies by whatever means it sees fit.
The implications of the KC have been described by many officials as "troubling" and its goals and methods "deeply questionable." Its methods are formally unknown, but accounts include a plethora of tactics for a wide range of goals, including actions which are considered immoral and criminal, such as psychological and physical torture, assassination, kidnapping, deception, forgery; and with some uncertainty, genocide – a crime that is strongly opposed by the Empire itself. The controversial account of genocide involves the aiding of the Imperial army during the Fals-Helsonian War in propagandizing the notion that the Farresset were a traitorous and inferior ethnicity, followed by advocating and the effectuation of their liquidation, after which their territories' populations were replaced by Ikolinian and As settlers. This remains to be proven, but as with many questions about the KC, will likely stay unanswered. Tracking down or contacting the KC has been utterly useless, and in the last century, there have been no reports of successful infiltration into the KC.
Alias
From an official standpoint, the KC appears to lack a name. It was coined the "Karakat Coalition" at the moment of its creation for sake of registration (from which moment, information about the organization becomes severely difficult to find), but never presented itself with any other title. It is most commonly known as "Vulimind Karakat". Its true name, if any, is unknown.
History
The Karakat Coalition is one of the products of the Ikolinian Kingdom's plan to assert dominance over the rival Pels Kingdom, Farresset Kingdom, and Fáknir Empire. As is described in its founding document, its aim was to provide the Ikolinian Kingdom with vital intelligence on its rival states, and to then act accordingly in order to destabilize and undermine the functioning of those states by any means necessary to increase their vulnerability for a coup, invasion, or civil war. At the time of its creation, the KC consisted entirely of Karakats who had survived the Pels Kingdoms's raid on the Karakat minority, and its subsequent exorcism. Contemporarily, it is presumed to be manned with mostly As and Ikolinians.
