The oldest and only surviving child of Esullaz and Janysa Rona (Esullaz had had other children within his royal harem but only Govegz survived childhood), as a young child he was schooled in [[Hajenired]] and prepared to become High Chief of All Norjihanis, as he was seen as the heir of the four great chiefdoms (Ronyg, Hajenired, Lailaum and Tuuhajen) who had a strong enough claim and who would have enough backing to become High Chief. When his father died in 1298, when Govegz was only 20, he become High Chief of the Rona, and quickly became known, according to at least one source, as 'impetuous and turbulent'. He survived three assassination attempts in his first year, whilst he bankrupted the Chiefdom of Ronyg who had to seek financial support from the Szezk Chiefs who had grown wealthy via Ishenar trade. When the High Chief of Norjihan, [[Vunr II]], died in 1301 Govegz expected to be crowned king but was forced to vote for Djerev Seqki and rescind his candidature in order to wipe his debts. Soon after the coronation of Djerev, however, he fled and spent a year in Lhivral. When he returned, he begin to stir up anti Szezk sentiment and eventually took power via the [[Coup of 1305]].  
He received the epithet Takkan ("He who carries out Tan's will") from Grand Servant Gestan II following the death of Anlar IV, with whom Govegz famously fell out, just a symbol of the "stubborn, quick to anger and infinitely willful" character painted by chroniclers such as Jusen of Dani. He was, however, viewed as a "champion of Tan and of Norjihan, quick-thinking and well versed in warcraft and speech". During his later life, however, opinion of him deteriorated due to his leprosy which it appears he contracted in the 1320s and which, alongside bouts of madness, led to strong factionalism between groups supporting his two sons, Mahiraz and Thuhan; he was, however, able to play them against each other until he finally succumbed to his illness in 1354.  


This led to the [[War of Szezk Independence]], culminating in the Battle of Avdjereg in which Govegz was defeated by Szezk forces and was forced to agree to their independence. It also inititated the Szezk Genocide, as a result of the tension which Govegz had created between the Norjihanis and the Szezks. The rest of his reign was spent attempting to consolidateNorjihani power. He reopened Norjihan to Ekuosian trade, something he tried to take advantage via the founding of the Dukedom of Istan; this eventually ended up costing him the northern provinces which eventually formed the Grand Viceroyalty of Istan. He did, however, further Norjihani control in northern Isugza, and brought the Lhivralans close to the border under some form of vassalship, using the networks he had made during his time in the country.

His main political opponents were the Seqki family of Szezkia who via marriage and bribery had built up a large support base to support a bid to the High Chiefdom, a position to which Govegz also inspired. The conflict with the Seqki family led to Govegz's Coup of 1305, an event which led to the creation of the first Norjihani state, but also to the Szezk Genocide. Govegz also initiated a series of financial and legal reforms, based on various Ekuosian models, and also attempted to control the church, although this led to the Holy Rebellion of 1339.  


In his later years, his mental abilities failed and he is believed to have suffered from Psychosis and potentially Alzheimer's Disease, although debate continues on this. There are portrayals of him putting himself through torture, and one story survives of him suffering a fit at a banquet in 1346 after having a hallucination of some of the Szezk children he killed. His son, [[Mahiraz II]], began to rule as regent after Govegz had an episode of what is nowadays described as Catatonic Excitement. He died in Hajenired aged 75, under suspicious circumstances; whilst at the time his death was put down to his madness, it is believed that his son killed him.
Govegz helped lay the foundations of the modern Norjihani nation-state, but his actions also brought centuries of low-lying tensions out into the open and severed any goodwill between Baredans and Xhovians more generally, leading to many of the later events in South Baredinan history.
