Qersheven (Balak: Qerceven Qerşeven [ˌhɛrʃɛˈvɛn]) is the capital and largest city of Balakia. As a federal subject, it borders and is completely enclosed by the state of Upper Maram. Qersheven is the Xth largest of Balakia's 15 federal subjects, and the fourth most populous, with over 7 million inhabitants.
