Chelgyu and Chinamshi is a constitutional federal diarchy, where the High Chief of Chinamshi Cátxị III Ngo and the High Chief of Chelgyu Ûngçu VI-shá Òyaz co-rule over Chelgyu and Chinamshi. However, the two are also their own separate identities, ruled by their assigned high chiefs. Thus, the high chiefs of these constituent countries hold two positions at the same time, the high chief of their own country and the position of a co-ruler of Chelgyu and Chinamshi. De jure, all power is distributed equally between the two high chiefs with both having a say that holds the same weight. De facto, the High Chief of Chinamshi hold more power in the diarchy.
