Chelgyu and Chinamshi (Language:Yandu Xàul beh xéid gwa xȇid nạn xé [ɕɑul˦˨ bɤ˧ ɕɪid˨˦ kwɑ˧ ɕɪid˧˦˨ nɑn˨ ɕə˨˦], Language:Cheli Hyelhíçû cò Yahyásuçû [çeʎíɟû cò jaçásuɟû]), officially the Confederation of the State of Chelgyu and the Kingdom of Chinamshi, and the General Government of Kwailhan from 1942 to 1949 during the Pangyeoun War, is a country located in the Draconic islands, situated between Tzulhon, Danshapu and Dhwer. Chelgyu and Chinamshi consists of two constituent countries, Chelgyu and Chinamshi.

Chelgyu and Chinamshi is a constitutional federal diarchy, where the King of Chinamshi Olboros-Hài Mèmoun and the High Chief of Chelgyu Ûngçu VI-shá Òyaz co-rule over Chelgyu and Chinamshi. However, the two are also their own separate identities, ruled by their assigned high chief or king. Thus, the high chief or king of these constituent countries hold two positions at the same time, the high chief or king of their own country and the position of a co-ruler of Chelgyu and Chinamshi. De jure, all power is distributed equally between the two high chiefs with both having a say that holds the same weight. De facto, the High Chief of Chinamshi holds more power in the diarchy.
